We have received reports of CRM Online customers being unable to add Marketing Lists to Email Sends.

This behavior was due to Microsoft Service Degradation CR148749. Information related to this should be visible in the Office 365 Admin Center.
We advise you to reach out directly to Microsoft for additional support regarding this.
Current - Microsoft has reported that this issue has been resolved.
