Parameter encoding in email links - bug

I have noticed an issue in links generated from a click dimension email -

If I have a link (simple example) https://www.google.com.au/?q=hello+google

When placed in a ClickDimensions email, it becomes a link to elink.clickdimensions.com which redirects to:

https://www.google.com.au/?q=hello%2Bgoogle&_cldee..... (plus clickdimensions added parameters)

This is being double encoded and the destination site will see a + instead of the expected space character.

Has this bug been raised before?
